The NBA’s vice president of referee development and training, Monty McCutchen, expressed his satisfaction with the league’s efforts in eliminating foul calls on non-basketball actions on Tuesday.
He went on to say that his officials are still figuring out how to strike the correct balance between not calling fouls on non-basketball actions while still missing certain defensive fouls, and that the league is still dedicated to offensive players not being held and grabbed, or “freedom of movement.”
After a meeting of the league’s competition committee earlier Tuesday, McCutchen remarked on a conference call with a few reporters, “The referees have done a fantastic job.” “I believe there is some adjustment time on the shooting foul itself, as to what comprises the things we’re looking for in any of these.”
“There have been a few instances, nothing substantial, when we would still want a defensive foul that is being grouped into a non-basketball motion.” We’re in the midst of the staff’s adjustment phase. We’re having more staff calls than usual since we’re deploying something so major, and we’re giving them instances so we can change in real time to meet the league’s requests.

“However, to be clear: We love where the game has been in terms of freedom of mobility over the last several years, and we do not want to give that up in any way, and the direction will be, and will continue to adjust on my end, that we maintain that flexibility of movement.”
Before the season started, the NBA — and especially McCutchen — made it plain in a series of press conferences that the league’s priority this year was to eradicate “non-basketball actions” from the game, which the league defined as “abnormal, sudden, or overt.” As a consequence, during the first two weeks of the season, there has been a decline in scoring, fouls, and free throws per game, as well as a near-complete eradication of those kind of plays being called fouls.
Simultaneously, there has been a perceived rise in physicality on the court, which players have expressed dissatisfaction with at different times. Officials from the league, on the other hand, claim that the data refutes the players’ claims.
“From a statistics standpoint, we’re not seeing any indication of the heightened physicality that we’re hearing about,” Evan Wasch, NBA executive vice president of strategy and analytics, said. “As an example, the number of personal, non-shooting fouls is significantly increased. This includes plays on the perimeter, handchecks, and other similar situations. In our game review data, we don’t notice a rise in inaccurate non-calls, or so-called missed calls, which you’d expect to see if defenders were committing more fouls that went uncalled.
“So, again, we’re keeping an eye on it and listening to comments, but we’re not finding any clear proof of that so-called increase in physicality in the data,” says the researcher.
Overall, the league’s message — which was echoed by members of the competition committee, which includes owners, executives, coaches, and players — was that it was pleased with the way the non-basketball moves were called, and that the officiating had, in the league’s opinion, positively changed the way the game is viewed.
“It’s free flowing in one way,” said Byron Spruell, the NBA’s president of league operations. “The ability for a player to pump fake and then go through a regular shooting motion afterwards is going back to sort of the heart of the game.” “We’re also moving away from the gimmicks.” Not to name names, but we wanted to break away from the gimmicks, and I believe that’s part of what we wanted to do here.
Wasch said, “We concentrated on non-basketball actions because we want to see basketball moves.” “So the idea that these anomalous, overt acts may be classified as non-basketball plays by definition implies they aren’t what we want to see in the game.”
While the league denies that there has been a rise in physicality on the court, McCutchen said he is already working with the referees to attempt to incorporate the input from the players to both address their concerns and ensure that nothing becomes an issue that isn’t currently a problem.
“One of the first things we do when we hear that complaint,” McCutchen said, “is guys are playing the game.” “It would not only be silly, but it would put us in a position where we aren’t doing our job correctly if we dismissed what they’re telling us.” As a result, we strive to listen at all times. The data is the first place we look.
“There is currently no proof of this in the data. But just because there aren’t as many fouls as there used to be doesn’t mean a new form of play isn’t emerging, and we need to keep an eye on it…. We’re keeping an eye on it. To make sure we’re staying inside our parameters, we’re looking at drives to the basket. We’re checking our freedom of movement to make sure we’re sticking to our rules. When we combine it with our experience and match what we’re seeing with the data, we get a clearer picture of whether we need to take action.”
Spruell said that there has been little discussion about the new basketball since Wilson took over as the league’s official partner this season, replacing Spalding. There has been little criticism, he added, except from a short conversation about how the balls are wearing.
Sources also verified to ESPN that the uptick in “take” fouls — the habit of purposefully grabbing a player to halt a fast break — was discussed on Tuesday’s competition committee call. This year, what was already a reasonably widespread habit has become much more so. As a consequence, the committee decided to work on a possible rule change to remove the approach. While such a shift is unlikely to occur this season, it might occur as early as next season.
